Prof. Der-Horng LEE, Dean of ZJUI, was invited to attend the Anzhong Forum of the College of Civil Engineering and Architecture, and delivered a forefront academic report related to Intelligent transportation technology

On the afternoon of March 30, 2023, an academic seminar themed "Urban Traffic Demand Management -- Theoretical Practice and Prospect of Road Congestion Pricing in Singapore" was held in the Multi-function Hall of Anzhong Building, Zijingang Campus of Zhejiang University. Prof. Der-Horng LEE, Fellow of Singapore Academy of Engineering, Qiushi Chair Professor of Zhejiang University and Dean of ZJU-UIUC institute, was invited to attend the Anzhong Forum of the College of Civil Engineering and Architecture and delivered a forefront report related to Intelligent transportation technology. Prof. LUO Yaozhi, Dean of the College of Civil Engineering and Architecture of Zhejiang University hosted the event.

 

 

 

 

Fellow Der-Horng LEE delivered a report titled "Urban Traffic Demand Management -- Theoretical Practice and Prospect of Congestion Pricing in Singapore." In the report, Fellow Der-Horng LEE shared the achievements of Singapore in the field of traffic governance, especially the practical experience of Singapore's road congestion pricing system. He pointed out that urban traffic governance is a common issue faced by developed or developing cities all over the world, and traffic management methods are usually nothing more than measures that adjust or manage the supply side and the demand side. As an innovative demand-side management technique, Singapore's road congestion pricing system has been practiced for nearly half a century since its implementation in 1975, which made a positive contribution to Singapore's traffic governance.

 

 

 

 

Fellow Der-Horng LEE made a further introduction to the progress of the Congestion Pricing System in Singapore which is developed form Area Licensing Scheme (ALS), Electronic Road Pricing System (ERP) based on microwave short distance communication to the pricing system based on Global Navigating Satellite System (GNSS). He noted that, the introduction of the congestion pricing system based on Global Navigation Satellite System has expanded the possibilities of conventional urban traffic management methods. The congestion pricing system based on time, demand, point, crowdedness, and category has already become a vital channel and the only routine for Singapore to establish its position of global flagship metropolitan cities.

 

 

 

 

After the seminar, Prof. WANG Dianhai discussed a topic related to “How to regard the difficulty in implementing congestion pricing policies in China.” with Fellow Der-Horng LEE. During the discussion, Prof. WANG Dianhai and Fellow Der-Horng LEE concurred that applying the congestion pricing system requires the consideration of actual circumstances and difficulties, requires formulating scientific and reasonable implementation plans and detailed items, requires the consideration of sustainability of policy and economic benefits. Fellow Der-Horng LEE  also noted that relying on advanced information technology and the ability to analyze big data, the implementation of congestion pricing policies could eventually achieve the sustainable development of urban transportation by optimizing traffic flow and promoting the popularization of green transportation methods such as public transportation. In the discussion, two experts also shared experiences and lessons gained from the implementation of congestion pricing system in different cities.

 

At last, Secretary LIU Zhengrong and Prof. WANG Dianhai jointly presented Fellow Der-Horng LEE with the 68th Certificate of Honor of Anzhong Forum and they took a group photo.
