On November 11-13, 2022 International Forum on Engineering Science and Technology & 14th China Engineering Forum were held in Changsha, China, with the theme of major engineering project and engineering management. This forum was organized by the Chinese Academy of Engineering and the National Natural Science Foundation of China (NSFC). More than 70 academicians, and 4,000 experts, scholars, entrepreneurs, university faculty and students attended the conference through online and offline. Prof. Der-Horng LEE, Fellow of the Academy of Engineering Singapore and Dean of ZJUI, was invited to attend this conference.

General Secretary Xi pointed out that "achieving carbon peaking and carbon neutrality is a broad and profound economic and social systemic change". In the era of digital economy, accelerating the transformation of digital, low-carbon and green engineering management is an important means to optimize industrial structure and energy structure, and an important way to achieve the goal of carbon peaking and carbon neutrality, and to build a shared community of life between human and nature. Under the transformation of global engineering management theory and practice, it is urgent to transform the strategic thinking of engineering management under the goal of "dual carbon," explore the innovation of engineering management mode, reform measures and main practices.
On November 12, Prof. Der-Horng LEE presided over the sub-forum: the second phase report of Theory and Methodology of Major Engineering Management under the goal of dual carbon. The sub-forum mainly contained nine thematic reports, and the participants shared and exchanged in the directions of intelligent regulation of petrochemical processes, disaster medicine for resilient cities, engineering management ethics, engineering construction services, equipment recycling, electric energy substitution, and south-to-north water diversion projects.
In the main forum on November 13, Prof. LEE delivered a keynote speech on “Evidence-based Practice Approach toward Low Carbon Mobility Policy Planning - Singapore Model”, he discussed low carbon travel in Singapore, and provided Singaporean experience through evidence-based practice for the development of Chinese style low-carbon travel. He also presided over the sub-forum: the second phase report of Theory and Methodology of Major Engineering Management under the goal of dual carbon.
At present, the transportation sector, as the second largest source of carbon emissions, is an important starting point for the "dual carbon" strategy. We should thoroughly implement the strategic deployment of a strong transportation country and energy revolution, implement the new development philosophy, and build a new development pattern based on the new development stage. Guided by the dual carbon vision, taking promoting the high-quality development of transportation as the main line, taking deepening the structural transformation of transportation energy consumption as the fundamental driving force, taking the cleaning of energy power and the smart organization and control as the direction, taking low-carbon passenger transport and green freight distribution as the breakthrough point, and taking building a modern comprehensive transportation system that is satisfactory, safe, efficient, green, and well guaranteed as the fundamental goal, the construction of a new pattern of green and low-carbon development of urban transportation should be accelerated.
According to Prof. Der-Horng LEE, to effectively promote green and low-carbon travel and to ensure that carbon emissions from transportation are kept within a reasonable range, Singapore's approach is to generate quantitative change through qualitative change, which refers to the public's spontaneous change in travel patterns towards public transport. The more detailed approach includes motor vehicle ownership and use control, bus service improvement action plans, and a new financial framework for metro, using a familiar approach to improving the efficiency of public transportation travel, diversifying travel modes, and reducing reliance on small cars.

In the future, ZJUI will continue to deepen its research on the frontier of "dual carbon." Under the leadership of Prof. Der-Horng LEE, the Light-Digital Laboratory team will focus on the theme of low-carbon travel, carry out research on travel and services based on carbon credits, promote the deep integration of new-generation information technology and advanced low-carbon technology driven by digitization, greening and intelligence, and make suggestions for the green and low-carbon transformation of the transportation industry.
